States are bound by balanced-budget requirements. They can't deficit-spend. That's why they're leading the way in path-of-least-resistance cigarette taxes. At least as far as smokers are concerned, unlimited deficit spending is their best friend. Any level of government that has a balanced budget requirement can and does raise their cigarette tax for the purpose of a convenient revenue windfall that hypothetically puts their finances in the black for the year.
