The antis don't think or care about the financial implications. In fact they believe their own hype that less smoking is good for the economy becuase of the money saved on health costs. They also truly believe smoking bans bring in more business.
I don't think there is any government conspiracy. They truly want nobody to smoke. They figure they will get the tax revenue from elsewhere, especially unhealthy food and drink, if smoking was eliminated. They also have no problem defecit spending to the max to pay for anything they want.
