Yeah, I always thought that in my mind that it was one of the bigger communities without a total smoking ban. San Antonio is also similar in this way(they have a partial smoking ban, a la Indianapolis, but not a total smoking ban), and of course you're right about Saint Louis. Detroit has only banned smoking in regular workplaces, but exempts casinos, and does not include restaurants and bars. (due to Michigan state law not allowing local smoking ordinances to include restaurants and bars)
I'm still cautiously hoping that business owners find a way to successfully organize against this proposal, and somehow convince enough councilmembers to vote down this proposal, but I guess we'll see what happens.
