Just because cigs ain't legal to sell to say a 15 year-old teen doesn't mean he/she can't buy a pack from a cig dealer in the streets. Don't forget about teens who steal cigs from their parents. Or their older siblings/friends buying cigs for them (even if the teen pays them back for the smokes).
I'm sure if you visit a convience store in a bro/sis neighborhood anywhere in Chicago, don't gasp if you see a teen buy a pack of Newports (or any other cig brand) from the store's clerk without the clerk asking for an ID. The teen might even be friends with the clerk. An urban teen can buy cigs easily. *chuckle*
It ain't legal for a 19 year-old to buy beer. But those teens still find ways to get their drinks.
