Yes, I do think this would cause smokers to fight back. It would cause extreme anger. The government knows it too which is the main reason why they didn't include menthol in the ban with loss of tax revenue being a secondary reason.
As we all know banning candy and fruit flavored cigarettes was just a symbolic move since they represent such a tiny segment of the cigarette market. Banning menthol would be a different story alltogether.
