Do you really think anything would inspire smokers to fight back at this point?
Government has mortgaged its financial future on tobacco tax revenues and I don't believe they're likely to forfeit the menthol market and gamble that menthol smokers would continue smoking if nonmenthol was their only option. Strikes me that that's the reason why all flavorings in cigarettes were banned under FDA regulation....except menthol. I mean, what % of the cigarette market share did flavored cigs constitute? Maybe 1%? Menthols, by contrast, likely constitute 25%. I suppose it'll happen some day, but right now I suspect lawmakers are getting nervous that they don't want to derail the gravy train all at once.
