I love hearing about things like that! (areas of ballparks where a smoking ban isn't enforced) I'm always on the lookout for places where smoking bans aren't enforced, too. I still once in a while see rare businesses where someone(usually an employee, and after closing) will sneak a smoke inside, but they're extremely few and far between.
It's about time that Illinois smokers finally stood up, and regularly disobeyed more than just the 15 feet rule outside of entrances to businesses. Just with Illinois anti groups didn't have so much clout in our legislature to get a state ban through, in the first place!
