I really don't understand Disney sometimes. Pepper Ann was a highly rated show. It's almost like the company goes out of its way not to use the show to its fullest. I mean, Doug, Recess, Kim Possible and even, Teacher's pet had movies. Gargoyles is on dvd. Ironically, Angela Anaconda, another Sue Rose creation, is on dvd before PA.
