I think "pants" is a plural word because of the fact that you put your two legs (if you have two legs) in the pants. I mean, the non-waist area of pants are called the legs of the pants. So it would make sense that pants (and panties) would be called a pair because you put a pair of legs in them. (And, don't forget, it's not just women's underwear that is pluralized. Do you have a pair of boxers, Mike? 
)
