Better you should ask why it's called a pair of pants. Panties clearly takes the pair thing from the pants because panties is a diminutive of pants. Don't blame the panties for the confusion, panties inherited the problem. This is clearly an issue of women being blamed for men's faults, which goes all the way back to the first chapter of Genesis and Eve being blamed for the Fall. Stoopid men.
