Control points were added to the timetable over the years as the single tracking progressed. So CP 213 would indicate the transition from single to double. I don't know the details of what was different between TCS and how movements over the rest of the line were governed, but the different operational rules between Porter and CP213 also suggest to me it had been single tracked.
