As I recall, this was the GR&I's Muskegon strategy to use the barges, as the other railroads had already built up so heavily along the lake, locking out the GR&I. So, with one wharf, they could service around the lake without having to deal with building their own lines over everybody's else's lines...which would probably have been both extremely expensive if not impossible.
