I worked at East Yard as a telegraph operator about 1960. At that time, as I recall, it was a smallish wooden building with a desk, chair, windows, and heat. It was on the north side of the tracks, just about under the US-127 bridge, and it was not a tower. At that time there was a facing point crossover and a switch into the yard lead. These switches were handled by the operator. Also there signals, controlled from the building, for movements on both main tracks and out of the yard. GMM
