The documents detail lines that were being considered for being left out or brought in. Its especially interesting in this case because the lines to the Tri Cities, via Owosso, was apparently still netting a modest profit for PC in 1973 or 1974 (whichever year the numbers came from). At one point the plan was to use the Ann Arbor (assuming it was included in Conrail) up to Owosso, then using the Saginaw Secondary from Owosso to Saginaw. If this didn't work out, the fallback was to look into obtaining access by using another carrier's track. I think in the end the investment that would have been necessary to rebuild the track didn't justify the margin of profitability.
