The decision to decline an Ex Parte freight rate increase (flag out of an industry wide increase) was made later after the head of the state rail section told us that if we didn't build up the traffic the state would cut back the track under lease from Penn Central's trustee. No specific lines were mentioned as I recall.
The Chief Wawatam was a problem for the state. There was political support from the UP to retain the last rail connection between the peninsulas. The ICC, for reasons unknown to me, had recently rejected an abandonment petition to shut down the Mackinaw Transportation Co. which owned the Chief. I can only speculate the MDOT staff had enough on their plate that the Chief was an issue to be dealt with later.
