Full track rehab for MN? They still had to rely on a boat with more crewman then cars carried on a trip subject to the vagaries of the lakes. They still had to go 200 plus miles to reach their southern connection...they still had NO DECENT customers to make it pay on just an MN/no car ferry interchange business...and that with a hostile connection at best.
While the ex Pennsy line had nostalgic meaning (me among those that think/thought that way) it wasn't in the cards...i.e. there WAS NO ONLINE BUSINESS to speak of. Passenger service sure wasn't going to help either...
