"Did the MIGN still have to pay the D&M the per car switch charge when they unloaded the boat themselves?" I would imagine if MIGN was caught then D&M would still send them a bill. But one of the MIGN guys would know better than I. You see, MIGN would not ask permission to switch the ferry...on occasion they would just do it...
