I come from a large family, 11 kids, plus 1 adopted. Money was extremely tight when I grew up. I had two parents, I can recall my dad working 3 jobs, and my mom working nights. I started delivering newspapers at 10 years old, to earn money for me, but also it helped support my family financially.
Other than free lunch, my parents did not rely on the government.
That said, this woman is insane. People were not made to have litters. She is raising these children alone, she will not be able to juggle schedules like my parents did. Just because technology can provide a person with children, does not mean it is a good idea in all cases. This woman also most likely has the ability to have children without the aid of technology, and it was a waste to provide her those services when she could conceive on her own.
