Have you discarded the idea of soliciting and using volunteers? Perhaps you could approach a local university and ask them if any students were interested in doing some grant proposal work?
If so, then I would determine if there were any grant development trainings available in your area. You could try sending the volunteer(s) to it, which would likely be cheaper than hiring a full-time writer.
