A better strategy would be for your board members to focus first of all on securing support from individuals and local businesses, as you mention. Such gifts could, among other things, provide the funding to hire a grantwriter, and would also position your organization to attract foundation support. Grant funding is generally not obtained overnight, but may take months or years to secure - yet another reason to approach individuals in your community first.
