    It is always nice to have a framework to build on or a successful grant to look at when doing a certain type of grant, however developing your own generic grant for your own organization will be more helpful in the long run. Developing information about your organization and the area in which it operates (ex. homeless, homeless demographics, homeless vets, etc.) and what benefits your organization can contribute that are unique--that is what they what to read. So yes, copy if you can use some of the information. But if you want my advice, don't do it word for word. Use your own words, you know your own organization. It will seem more sincere rather than forced if it is in your own words and then you don't have the added worry of discovery about ripping off other people's work. Be ethical.
