Clarification. I don't have any problem copying text my bosses paid for. However, the prior writer copied from a grant in another area of the state (I have a copy of it) just changing the names of the government agencies, etc. The opening lines of the grants are exactly the same. Another problem: footnotes were diluted. I can't verify the information because the footnotes are too skimpy.
