Katherine - It is my understanding that this is a transitional time wherein all government agencies eventually will be submitting their RFPs through grants.gov. Each federal agency has a different timetable for this transition. For example, I just learned that the National Science Foundation which has had its own electronic submission requirement for some five or more years, will also be listing its RFPs on grants.gov soon.
