Thanks so much for your helpful and insightful comments. I am just getting started with these folks and gaining familiarity with the organization. This is a quasi-governmental agency with its own board of directors. The agency has not done anything to cause this turn of events, but rather is one of several similar agencies statewide that are in a transitional state as the new commissioner for the department that governs them is making changes. There has been some talk of eliminating these agencies, and no one knows at this point what will happen. As I said in another post, I am being deliberately vague in terms of providing details. These are all excellent suggestions, and I will look into each of them.
