Eligibility of governmental agencies for foundation grantsArchived Message

I have been asked to assist a state government agency in Tennessee with securing grant funding. They have received federal funding in the past and have a couple of current federal grants. They are interested in diversifying their funding streams if possible. Am I right to assume that many (or most, or all???) private foundations exclude governmental agencies from eligibility? Any input from those who are better informed than I would be greatly appreciated.
