Kathy, I can't let you swing out here alone on this. Although we encourage our clients to develop relationships with the potential grantmakers our research uncovers, some of them don't even make a phone call before the LOI goes out. Yet, many times, they are invited to submit full proposals based on that 'cold' LOI, and funded on a well-documented perfect-match-to-criteria proposal. It happens. I'd rather 'up' my chances by building a relationship. But you do have a point.
