FEMA offered FD equipment grants after 9-11, and as far as I know still is (I wrote 2 about a year ago). If I recall correctly, the RFP includes a list of equipment that you can purchase...it's sort of like getting a whole shopping list. The grantwriter then needs to justify why you selected the equipment--what your improvement strategies are, and with what other departments you share equipment or training. Here's the really amazing thing: FEMA actually pays for grantwriting. You add the cost for hiring a consultant onto the last page of the electronic submission and they reimburse the applicant department. Never heard of that before and didn't believe it until I saw it.
