As for the already written proposals the proposals are theirs. Your research is yours. As long as you are not stealing program information or ideas from your previous employer. My basic rule of thumb is that I am never under contract with two similar organizations at the same time. But if I were to pick up a contract with a social service agency that helped unemployed women I would certainly pull all of the applicable information that I had used from another group I worked with in the past and use it. Don't over think it just move on.
