I was a grants project officer for 4 years at a federal agency before leaving to be a grant writer. I made grant decisions and also worked with grantees during their grant period. In all that time, while awarding about 40 grants, I received ONE formal thank you letter (and a few informal by email). So you'd better believe I noticed those who did send a thank you, and I thought well of them, which may affect future decisions.
