| Who signs? Executive Director or Dev Director

I'm going to apologize as I'm sure this has come up before and I just didn't see it posted.
Is it ever acceptable for the Development Director to sign off on proposals or LOIs. As an organization grows and the ED gets more and more responsibilities, it seems to me that it can become increasingly challenging to get a hold of their time.
In those larger organizations, I'm wondering how the signature issue is handled. Does the President / Executive Director continue to sign off on all proposals and LOIs. Does that fall to the head of development?
