    I'm not sure if you noted the sponsor of this discussion board, The Foundation Center?
    With over 80,000 foundations to search, including those interested in International Funding, without question they would be my #1 choice of where to begin seeking grant funding partners. In addition to their fee based services, you can utilize one of their cooperating libraries to search their information for free.

    The other question I would ask is:
    Have you encouraged your board of directors to take a lead in gaining financial stability for this project? Have each of them contributed, and garnered support from amongst their peers? Have you made a detailed list of those who would benefit from this (other than direct clients?). If it improves the quality of life of the community, would there be any community buy in?

    These are all questions any foundation will ask you to answer prior to funding your program efforts. Best if they are tackled in advance if you have not already done so.
