    HHS Grants Policy prohibition

    One of the grant consultants my organization works with answered my original question. Apparently, the prohibition against including the cost of salary or consulting costs for grant writing in a grant budget is determined by each Federal agency. For example, the HHS Grants Policy Statement includes the prohibition on the use of grant funds to pay for fundraising costs for federal grants that originate from HHS programs.
