Thank you for the clarity. I appears from the size of the grants you have, your organization must have an indirect cost rate negotiated with OMB. In generally accepted practices I have encountered, your time allocations would fall under that line item (even for renewal as you are prepping for continued service delivery and/or sustaining the program).
For specific clarity, I would phone OMB and ask...wading through their circulars would take a tremendous amount of time and may not yield the answer you seek on first blush.
If you find in your discussions that there is a way to include in another line item I would be very interested to know that answer!Please do post what you discover!
