Sue,
one more bit of advice for clarity:
No matter how you package this, it appears that you will be asking for funds to cover expenses already incurred (either for paying a grant professional to compose the award you have sought, or paying to compose one you are seeking for the following year. If you were awarded the following year from that effort, the professional fees noted would be for work already performed. It simply is not allowed.
The caveat here would be including professional fees should you need to compose appeals to foundations for the matching requirement in the current grant instrument.
