| including grant proposal writer in federal grant budget

I had always been told that you cannot include time for a grant writer in a Federal budget to write the grant renewal for the next year. Or, put another way, Federal funds cannot be used to pay for writing a proposal to compete for Federal funds. Does anyone know where this rule comes from?
