    I was not inquiring as to 'not get caught', but I was curious as to how these fine details are regulated. Your answer is very interesting! I also wonder where the reasoning comes from at the state level to allocate resources to cover the cost of policing such things? The fines must be significant.

    I am all for toeing the line. I have consulted npo's to register in states where they are fundraising. Many are uninterested or more likely, completely unaware of regulations concerning these practices. Once informed, I've had many say "we can't afford to do that!". If they can't afford to fundraise in those states, then they should not be doing so would be my advice.
