I agree with Tony, and would note the obvious: none of us exist in a vacuum. If this project is the result of a direct need that is not being met in your community, then those in the community with influence as stakeholders should be able to speak intelligently to that need and the gap in services your project will address. When I note stakeholders, this will include any/all homeless providers (your city leadership would be included). The problem with drafting letters to help those writing them is that nearly every time I have done so the letters lose authenticity after you've read the first one. Although you are well intended, those who have been asked take the easiest route and only insert minimal specific information of their own. Thus, the result is fairly carbon copy, and lackluster at best. Stakeholders in your community who understand and grasp the need can and will write intelligently and persuasively on your behalf. If they are unable to do so, then Tony is correct in noting that some of the ground work may have been missed. Never too late to forge better relationships!
