| grantwriter registration

I am registered as a professional grantwriter in my home state. I do some grantwriting (but never direct solicitation) for nonprofits in other states. Am I required to register in those states? My Attorney General's office indicated that I would have to register in any state where a foundation exists that is being approached by a nonprofit I work for. Does anyone know if this is accurate and how I would find out where I really need to register?
