Foundations are limited to providing funds only to organizations holding not for profit status with the IRS. Federal funds typically will not go directly to a business owner, although Economic Stimulus funds did go to some for-profit undertakings in specific areas of need or interest (if they could show a significant hire of new employees). I think you will find your best ally to be your local chamber of commerce, economic development agency and/or Small Business Administration office. This is where federal dollars get involved in local business enterprise. Some states have offered incentives in the past. Since child care is lacking in many cities, there may be some state funds available (unless you live in a state with deep red ink in its budget). You can ask your SBA to help you write a business plan which will assist to secure funds.
