I'm in California, and I don't work with groups in NY for exactly the reason the original poster mentions: I'd have to pay $800 before knowing if a single contract (one) might come through. I understand that NY is particularly strict with enforcement. In my state, only consultants who earn $25,000 or more from organizations located here need to register. So people who work with groups in other states, or for whatever other reason do not meet this threshold, are not required to register here. This does not make those consultants "amateurs." If it is not necessary to register, there is no benefit in doing so (other than "looking good") but it's not a matter of not being in compliance with laws. Each state's regulations are different, and it seems insulting to question the skills and integrity of colleagues in order to try to make oneself look better when attempting to get a new client. I mean that with all due respect.
