    I would not contact those that say they give only to preselected organizations; often the Trustees are following the express wishes stated in the primary donor's will. If you can make a personal connection through a mutual friend you may be able to broach the subject socially, but as a general rule if a foundation states they don't accept unsolicited requests, I respect that choice. If you are aggressively seeking new funding partners, I would state that in my letter of inquiry and justify why. That candor takes care of any foundations 'talking among themselves', since you have been up front about it.
