    Julie,

    I have always believed that the privilege of tax exempt status is a "quid pro quo" contract granted to those institutions meeting a public need that would, otherwise, be met by "government". When a government entity perceives that an institution's meeting of that need is insufficient to the exemption, that privilege is withdrawn.

    I agree that, given the current economic situation with "revenue deprived" municipalities, it only makes sense.
