I received a letter from my state attorney general last summer (I live in Michigan) notifying me that I had to register as a professional fundraising consultant. I talked with the office at the state capital and told them that I am a freelance writer and that grant proposals are just one genre among many: speeches, marketing copy, issue reports, etc. The state determined that I did not have to be licensed for writing proposal copy so long as I (a) did not attend meetings between my clients and foundations/donors and (b) did not deliver proposals to the prospect funders. I don't do either a or b, so simply followed up with a letter confirming those things and am now happily writing all sorts of things without a license. Of course, it all depends on your business model and expertise and a lot of other things, but I've always been very clear with myself and clients that I'm JUST a writer. The advantage I bring to proposal writing is that of any good writer: I know my audience.
