This is very interesting. I would interpret it that you do not have to register in Florida.
I don't know how this is worded in my State, but I will have a look. A representative of the PA Bureau of Charities addressed my professional organization, Association of Fund-Raising Professionals, years ago and said those of us who worked as free lance proposal writers had to register. My colleagues here who do what I do have all registered and we pay $300 a year.
Seems to me what you quoted is crystal clear and you do not have to register. Perhaps we will hear from some attorneys who post here. Interesting.
