| Do freelance grant writers in FL have to register with the state?

The State of Florida requires professional fundraising consultants to pay $300 annually and submit all contracts to the State prior to doing any consulting work. Does anyone know if freelance grant writers are considered "professional fundraising consultants" in the State of Florida? Any insight you can offer would be much appreciated. Thank you.
