When asked for a work sample, I typically submit the narrative section of a proposal that has been funded by a Federal agency. My understanding is that government-funded proposals are available to anyone who requests them through the Freedom of Information Act (although requesting them can be somewhat tricky), so I don't feel I am violating any trust issues with my employer. I don't submit budgets, etc that might salary or other private information.
