Need advice on insurance and resource base req'ment

We are a relatively new NGO and were recently approved for a grant from a large international development bank, that is, the project managers approved. The procurement group rejected us because: 1. We don't have insurance and 2. We have no resource-base.
1. Re. insurance: Because we would have provided professional services (and we each have individual insurance), as an NGO, we didn't know this was a requirement. What is your advice on this?
2. Re. resource base: How do new NGOs deal with this? Don't we all start out without a resource base?
