I was hoping to see a few more responses to get a view of this very unique situation...perhaps everyone is busy trying to figure them out???
I am glad I am not the only one who is finding these "confusing and poorly anticipated". If you visit the http://www.Grants.gov site, you will note that these hastily posted notices have been amended several times already in their very short life-span. Some are on their eighth revision since being posted on March 5th - 7th.
Some challenging aspects are: the revisions, the short 'open' period, they are not well defined, are still being defined, and have deadlines of April 27. Anything else?
