I prepared a 'white paper' for one of my municipal clients for close to $2 million in ARRA funding for a recreation capital project, a format that was requested by our Congressman. It was a very abbreviated proposal for the amount of the request and was done outside of grants.gov on a form provided by the Congressman. I included 5 or 6 ARRA RFPs in the last grants eBulletin that I sent out to my subscribers, RFPs that I thought were good opportunities for community organizations. But I am also curious who will bite on these confusing and poorly anticipated pots of money.
