How important to have 100% by Board members? How structure meeting target total?

Just over a year ago the Board on which I sit instituted the goal of 100% participation in Board giving. My pitch then was that 100% giving could be used as apositive message when speaking with some donors and funders. Conversely, I dreaded the day a potential funder would ask me if my 10 member board all gave to the organization.
Do you think 100% Board giving, regardless of the smallest sum provided, is worthwhile? Do you establish a minimum, or an overall goal, Board members then should divine amongst themselves how much each to give (according to ability and passion)? Obviously if goal is say $2000 and there are 10 members, the average is $200. Do you ever think this discourages a few Board members from giving more than the average, even though they can afford to do so?
